Project Implementation

Initial consultation on the instruments and supporting measures of SPK Almaty for implementation of the project are performed by the structural subdivision of Almaty Invest, which work on the principle of “single window”: from capital raising to support of the existing project.

Having performed the analysis of the incoming appeal, the project of the potential investor is implemented within the instruments of Almaty Invest or redistributed in the responsible subdivision/subsidiaries of SPK Almaty.

Involvement and support within the framework of the investment project

Financial support of subsidiaries of SPK Almaty: Almaty Finance and MFO Almaty

Infrastructure support: Industrial zone of Almaty, industrial parks, projects on the basis of SPK Almaty assets, projects on the basis of the assets and communal ownership of the city

Co-financing conditions

Participation interest of SPK Almaty in the project – up to 49% in the authorized capital

Cost of investments - from 15% per annum

Up to 5 years of SPK Almaty participation in the project

Projects suitable for sale within the framework of the instruments of Almaty Invest are classified as supported projects. In turns, the supported projects are divided in subcategories:

Projects with the necessity of administrative support

Projects with the necessity of administrative support with involvement of the assets of the city

Projects implemented on the basis of the assets of SPK Almaty

Projects implemented with fund raising of SPK Almaty

Projects implemented on the basis of the assets of SPK Almaty and fund raising of SPK Almaty

Projects with the involvement of the external investments

Consulting on all instruments of SPK Almaty, additional provision of recommendations on the instruments of other Departments

Support on collection of documentation package for consideration as the investment project

Support in preparation of business plans, conceptual models of investor activity

Consulting on PPP projects

Administrative support in acceleration of the issues related to interaction between the state bodies

Assistance and administrative support in the projects related to involvement of the assets owned by the city

Projects management department is involved in support of the commercial and social investment projects, as well as support of SPK Almaty property in form of non-residential premises, administrative and industrial buildings and land plots, from the date of the contract conclusion to completion of the contract validity period. It is also involved in acquisition and execution of the plots for the investment projects and the plots for unsteady sales outlets (USO).

There are 2 kinds of the projects:

— Budget, where infrastructure projects of the city are implemented

— Investment, where entrepreneurs are initiators of their ideas ⠀

Project managers in the Department consult, coordinate on the projects, put into service social and infrastructure facilities in the interests of the city.
