Almaty has adopted a new housing renovation Program until 2030

The Maslikhat of Almaty city has adopted the "Almaty City Housing Renovation Program until 2030", which aims to improve the living conditions of citizens, update the urban environment and prevent an increase in emergency housing stock.

JSC "Social and Entrepreneurial Corporation of Almaty" (SEC) has been appointed as the administrator of the program, and the authorized organization is LLP "Enterprise of Capital Construction of the Akimat of Almaty" (KQK).

The program covers dilapidated apartment buildings up to two floors built between 1930 and 1980, as well as individual residential buildings, industrial, commercial and other facilities requiring renovation of the territory and infrastructure. Its implementation will be carried out in accordance with the General Plan of Almaty until 2040, which provides for the development of residential areas taking into account the density of development, accessibility of social, engineering and transport infrastructure, as well as modern safety and aesthetic requirements.

One of the key features of the new program was the introduction of mechanisms to protect the rights of homeowners and improve interaction with residents and the public.

The list of objects of the renovation program is divided into three categories:

  1. Investment-unattractive (category 1):
  • Facilities located on red lines or intended for the construction of engineering infrastructure, social or other facilities.
  • The purchase and demolition of such buildings will be carried out by the city akimat, in accordance with the norms of land legislation.
  1. Investment-unattractive (category 2):
  • Facilities intended for the construction of priority residential, social and commercial buildings for the city.
  • The relocation of residents and the release of plots will be ensured by KQK; the land will be sold to investors at market value.
  1. Investment-unattractive (category 3):
  • Facilities located within neighborhoods, political centers, or industrial areas that require comprehensive renovation.
  • Relocation of residents and demolition of such facilities will be financed by investors.

There are three compensation options for owners of dilapidated housing:

  1. Barter agreement: exchange of old housing for a new one on the principle of "room for room" regardless of the number of residents.
  2. Transfer of ownership agreement: equivalent housing is provided after the completion of a new house. Prior to that, residents are provided with temporary housing.
  3. Purchase and sale agreement: purchase of housing at market value determined by an independent appraisal company.

Relocation and demolition of buildings will be carried out only with the consent of all owners. For citizens with special needs, conditions are provided for relocation to the ground floors or to houses equipped with elevators, ramps and barrier-free access. Primary attention is paid to the demolition of frame-reed houses and buildings located on tectonic faults, which will ensure the safety of residents of the metropolis.

By 2030, it is planned to renovate at least 676 dilapidated houses, which will allow about 7,500 owners to move into modern well-maintained apartments.

Within the framework of the program, a Renovation Office (project team) has been created, which coordinates the interaction of all participants in the renovation – from experts and public organizations to authorized government departments.

The renovation program is one of the key elements of the strategic development plan for the city of Almaty, aimed at turning it into a comfortable, sustainable and innovative metropolis. The successful implementation of this Program will ensure the formation of a high-quality urban environment, improve the standard of living of citizens and create a favorable climate for attracting investors.
