Alisher Satybaldiev was born on February 19, 1990 in Almaty. Graduated from the Presidential Academy of Public Administration of the Republic of Kazakhstan, Maxwell School of Citizenship and Public Affairs (Executive certificate of advanced study), University of International Business UIB, Turan University and the Academy of Law, Higher Law School Adilet.
He began his career in 2011 as a specialist at the Department of Natural Resources and Environmental Management in Almaty Municipal State Institution.
In 2017-2019 he worked as the deputy head of the Department of Natural Resources and Environmental Management of the East Kazakhstan region, in 2019-2021, Deputy Akim of Zhetysu district of Almaty.
In 2021-2022 held the position of the Chief of Staff SEC Almaty JSC
