
In the first half of 2025, 220 owners of dilapidated housing in Almaty moved into new comfortable apartments. The relocation was carried out by Almaty Akimat Capital Construction Enterprise LLP, a subsidiary of SEC Almaty JSC, as well as investors within the framework of the Almaty Housing Renovation Program until 2030.
Almaty residents received new housing on a room-for-room basis or monetary compensation based on the market value of their former real estate. All apartments under the renovation program are being completed. They have Internet access, fire alarm systems, plumbing, earthenware, as well as gas or electric stoves.
During this period, the largest number of residents were resettled in Turksib district – 99 people, in Almalinsky – 57, in Zhetysusky – 32, in Auyezovsky – 20, in Bostandyk – 7, in Alatau – 3 and Medeu - 2.
According to the program, relocation and demolition of buildings are carried out only with the consent of all owners. Apartments on the ground floors or in buildings equipped with elevators, ramps and barrier-free access are provided for people with special needs. Special attention is paid to the demolition of reed-frame buildings, as well as buildings located in tectonic fault zones to ensure the safety of city residents.
If the proposed relocation options are rejected, the owners retain the right to stay in dilapidated housing, but they are responsible for the potential risks of living.
In total, by the end of this year, Capital Construction Enterprises and investors plan to provide new housing for over 600 people.
"The renovation program involves an integrated approach. Along with the place of residence, the lifestyle of citizens is also changing: more comfortable conditions are being created, a modern urban environment is being formed, new public spaces, workplaces and services are emerging. In addition, the architectural appearance of Almaty is being updated. By 2030, it is planned to reduce the number of dilapidated houses in the metropolis from 1,366 to 690, which will allow relocating about 7,500 owners to modern apartments," said Rinat Kurmanov, Chairman of the Management Board of Capital Construction Enterprise LLP.
The "Almaty Housing Renovation Program until 2030", developed by the Akimat of the city, was approved by the Maslikhat in November 2024. The administrator of the program is JSC SEC Almaty, an authorized organization is LLP Enterprise of Capital Construction of the Akimat of Almaty.
